in Calc:
1. write "my cell" into cell B2
2. insert a note into cell B2 and write  "my note" into the note
3. then insert 50 rows before the cell B2
4. point the mouse pointer on your cell that contains the text "my cell" and try
to find out where your note gone.. 

in my opinion the note should have been anchored with the cell it was originally
inserted (which is now cell B52) and should always be visible at the same
distance as it was inserted

This is in no way a P1 issue, see

The note position doesn't change when inserting rows, but it changes if rows are
deleted. I guess, that it is the same underlaying problem than in issue 59745
and issue 63671, but developers should decide whether to unite them.

Note position should be relative to anchor cell.
