[Steps]
1. Create a Calc doc
2. "Tools" -> "Options...", select "OOo-dev Calc" -> "General" in "Options"
dialog, set the "Tab stops" value over 57.79cm and press OK button.
3. "Tools" -> "Options..." -> "OOo-dev Calc" -> "General", check the value of
the "Tab stops".

[Result]
The value of "Tab stops" becomes 0.50cm

[Expectation]
When setting value over range, set the value with the max one.

Can reproduce it in OOo310m10 on WinXP and OOo310m9 on Fedora9
