Using a scrollbar form control values are entered for default, min, max, small
change and large change.  One set of figures I used was:

Default: 160
Min: 21
Max: 160
Small Chg: 1
Large Chg: 5

The scrollbar will only scroll to 159.  On testing, it always knocks 1 off the
last step value, e.g. if the above small or large change value was 3 or 5, it
would still only go to a max of 159.

Can confirm the described behaviour in 3.1RC2

Mind: when the xlsis opened, it initallly shows 160 for the scrollbar in D7.
But when once changed, 159 stays the maximum

@norm1710: does your bug document has a special history?
When I create a new ods + scrollbar, the set Max: 160 indeed will be
visible/reached.
