[Steps]
1. Open the spect.ods file, which uploaded as attachment.
2. "Ctrl + Shift + s", select "Microsoft Excel 2003 XML (.xml)" from "File Type"
drop menu in the "Save" dialogbox, them press Save button.

[Result]
Program lose response. In WinXP, the program will give out a message as "OOo-dev
require a JRE to perform this task" and so on.

[Expectation]
Save succeed.

[Addition]
In DEV300m37 (WinXP) save failure dose not lead to block, just give out 2 pop-up
warning message.
But in DEV300m35 (Linux) the program loses response.

Reproducible with the attached document, OOoDEV300m37 on German WinXP does not
response.

I am having this issue as well. 

Steps:
1) Inside the .ods file, hit "save as"
2) Name file
3) Choose File type as "Excel 2003 .xml"
4) Hit save
5) Pop up asks me if I want to save as a .ods or keep formatting
6) Choose Keep formatting
7) Save bar starts, then hangs
8) After a short time I get the message that Calc is not responding. 

Problem:
Cannot save as to Excel 2003 format. 

Expectations:
To be able to save as Excel 2003 format for sharing with an Excel user.
