wrong encoding opening xls file

The following file is not opened correctly in OpenOffice.org 3.0.0 (or previous versions). It opens fine in MS Office 2007. http://launchpadlibrarian.net/17161669/lessons.xls

It is an Excel 95 file. But the encoding remains wrong, if you explicitly choose this filter. If you save the file in a newer format in Excel 2007, the encoding is correct when opening in Calc. In addition font effects "outline" and "shadow" are set, which should not be. Has this file been generated by Excel (which version?) or by some other application?
Attached is a bundle of patches to enforce character encoding of old xls, doc and some rtf files produced by MSO < 97 and other third party applications. Enforced character set is based on OOo's locale settings in Tool-Options-Languages. IMO, the better way is have another settings for character encoding of old MSO docs. Currently there are 2 languages (ru, uk) with non 1252 charset enforced. Other languages can be added on request. Changing type to PATCH
