how to reproduce:
- close the default toolbars: Standard and Formatting with a right click
- enter a field content by double-clicking
- both toolbars reappear for no good reason

expected behaviour:
- after user has deactivated tools, they should stay out of the way until
manually reactivated

Inserting data into a cell does cause the toolbars to reappear.
