Open new spreadsheet and enter some numbers. Now switch the displaying of
numerals to Hindi (Tools - options - language settings - Complex text Layout - 
Numerals). The numbers are still shown in arabic. If you doubleclick the cell
the number is shown in hindi.

Not a defect. So far it wasn't a requirement for Calc to follow that setting,
which was mainly introduced for text documents to display numerical text. In
Calc you can always use number formats with the [NatNum1] modifier for different
locales. Implementation to override non-NatNum# Arabic digits with something
different would be a new feature.
