In Excel, if you use scroll with mouse wheel in print preview, you browse
between pages. As your hand is usually on mouse after pressing print preview
button, this is the easiest way to do it (and you are not distracted with
looking for icons when you want to look at the pages to compare them). In OOo it
is just not possible.

This issue can be reproduced in DEV300_m21_en WinXP. 
In addition ,I personally think it may be related to issue 23074.

reassigning features and enhancements to user requirements@openoffice.org which
will be the default owner for those tasks (was introduced some time ago)

This breaks the change from issue 7269, which allows continuous scrolling with
the "Page Down" key when the page is bigger than the window (scroll down within
the page, and switch to next page if already at the bottom).

For the scroll wheel, your handling seems better, but we shouldn't change the
behavior of the Page Up/Down keys.

Also, if there is data on several sheets, with your change, the scroll wheel
only scrolls to the end of the first sheet, because the page count (and with it,
the scroll bar) is initialized only to the first sheet's pages.

The mouse wheel can be scrolled among pages in print preview, Up/Down key can 
be scrolled among pages, Home key can be scrolled the first page,End key can 
be scrolled the last page.
