Our users submitted this sheet to me.  When you right-mouse in the cells, it's
missing the options related to Notes except for "Show Note".  "Insert Note" and
"Delete Note" are missing on cells that have notes entered.   At first I thought
it was a cell protection setting, but in fact if you "Show Note" you are able to
click focus into the note and make changes.  

Tested on 2.2.1 on Linux and M216 and both are doing the same thing.

Hi,

this is not a defect as the Page Break Preview is a special view of the document
and the context menu of this View is not intended to act like in normal view.

Nevertheless this is an enhancement request and is re-assigned to requirements
for decision finding.
