Example 1:
Format code of A1: 0.###
a. A1=2.5 → 2.5 is displayed.
b. A1=.586 → 0.59 is displayed.
c. A1=3 → 3 is displayed.

Example 2:
Format code of A1: 0.###" mm"
a. A1=2.5 → 2.5 mm is displayed.
b. A1=.586 → 0.59 mm is displayed.
c. A1=3 → 3. mm is displayed.

So why is there a decimal point (or decimal comma if a language like Swedish is 
selected) between 3 and mm? In example 1, there is no decimal character 
displayed when the content of A1 is an integer, as it is in case 1c. It seems 
like the “ mm†changes the whole behaviour of the number part of this format. 
Is there a reason for this? I think that most people would appreciate if 
example 2c displayed as "3 mm" rather than "3. mm". I can't really find any 
arguments speaking for the current behaviour.

Issue confirmed on 2.2.1 on winxp. Some of the example outcomes provided by the
OP could not be reproduced, but the issue can be.

Some may think that having a decimal after a number (which is formatted to 3
decimal places) but before a measurement unit may be correct. However the issue
is confirmed.

Just wanted to add that the problem persists in OpenOffice.org Calc 3.1.0. Is 
nobody interested in correcting this?

I found that this number format code does not give the same problem:
General" mm"

If the cell value=3, then â€3 mm†is displayed just as is should.
Still, the number format code â€0.###" mm"†makes the cell display â€3. mmâ€.
