In the OOo 2.0.3 
The directory is displayed wrong if it contain blank character.
The bug can be described as follows : 
1. Open a new word-processing document
2. Insert->picture->from file->select a picturclickthe Link->Open.
3. select the picture that has been insert->Edit->Links
4. the directory of the sorce file contain "%20" when the file name or the 
directory contain blank character.

Reproducible. Reassigned. The picture has to be inserted as link to get
edit/link active.

pb -> liutao: thank you for your patch, but it is easier and platform
independent to use INetURLObject::GetMainURL(DECODE_WITH_CHARSET). Or you use
utl::LocalFileHelper::ConvertURL2SystemPath() to show the system path instead of
the URL. But I think this is no defect because we decided to show the URL here.
And a URL with blanks is not correct.
