Add period to end of Format code after re-loading spreadsheet

- open a (new) spreadsheet - enter a value into a cell - apply "[S].000" as "Format code" for this cell: the format is correctly applied - close the spreadsheet - load the spreadsheet =>> now the "Format code" change to "[S].000." please refer to; http://ja.openoffice.org/issues/show_bug.cgi?id=69991 http://ja.openoffice.org/issues/show_bug.cgi?id=40311 Japanese bagtrack: http://oooug.jp/faq/index.php?faq/4/77

I am running OO v2.1 on Windows XP SP2. I am able to produce the problem when I save the file as a .ods. I did notice that when I saved the file as a .xls (for Microsoft Excel 97/2000/XP), then when I closed the spreadsheet and loaded the spreadsheet in OO, the cell retained the proper format code.
change target from 2.x to 3.x according to http://wiki.services.openoffice.org/wiki/Target_3x
Reset assigne to the default "issues@openoffice.apache.org".
