This is a usability issue.

Recommendation:
Provide message box on drop or if Insert Table is called to inform user that
this is not possible as long as changes tracking is turned on.

Better Recommendation: Make it trackable!
I don't understand why we can track when sheets are inserted or removed, but not
when moved...
