In a similar manner to issue 58309 I would like to suggest new format codes for
sexagesimal numbers.  The basic units are degrees, minutes, seconds, but there
are various sub-versions in use both for mathematics and for navigation:

ddd mm ss         degrees, minutes, seconds as separate integers
ddd mm sss.s      ditto,  but with decimal parts of seconds
                  (number of decimal places may vary)
ddd mm.m          degrees, minutes and decimal minutes

In the past people have modified the time formats for minutes and seconds to
simuate sexagesimal numbering, but this does not allow the decimal seconds or
decimal minutes variations used in precise navigation.

if brief, overview of the complications involved.

I would like to suggest that OOo formalises codes for different forms of
sexagesimal representation, including decimal minutes (with arbitrary or
selectable numbers of decimal places) and decimal seconds (ditto)  

It should also be possible to have numbers entered in any of the accepted
formats converted to normal decimal numbers internally.
