1. Paste special with changing some of the options
2. Restart Calc
3. Open Paste special dialogue again

Default options are selected.

This issue is opposite to issue 28895 which asks that options should not be
rememebered even within the session.

As far as I can tell, top reason for pasting special is because someone doesn't
want to use default (paste all) preferences - otherwise he would use simple
paste command, so I think that options should be remembered.

After 6 years you'd think someone would have looked at this problem.
I doesn't seem to be that big of a fix.

What is the sense of defaulting to PASTE option when PASTE already exists? Allow the user to either
1) Set and save personal default settings.
2) Save the last settings used upon exit.

I'm not so sure this is the opposite.  Kelvine's bug description is confusing. On one hand he states "One task I often do is to use Paste Special in Calc to Paste a Value instead of the formula. This requires changing three check boxes" implying a problem -- too many clicks each time the function is used. 

Then he states "However once this is done, in the next Calc session I would like the Paste Special to revert back to the default values." Which default values? The current default that makes PSpecial a clone of Paste? Or the default that doesn't require changing three check boxes?
