With columns: if I use "COPY-Paste special" I can make active the option "Move 
to the right", but I can't if I CUT (instead of Copying). Likewise with rows.

Since you have the full choice in which application you use columns/rows:

Which application do you use?
What exactly do you do?

I use Calc (spreadsheet).
I select a column -> right clic -> Cut -> select another column or just select 
the first cell of another column -> Edit -> Paste special -> ... and here I 
can't select "Move to right".
But it does work if I use Copy instead of Cut.
