To reproduce:
1. Open spreadsheet A.
2. In A, select some cells with data and Copy.
3. Open spreadsheet B.
4. Edit->Paste Special
5. Uncheck checkboxes under Selection
6. Click Link.
7. Click OK.

Nothing is pasted.  One of these behaviors are expected:

1. In step 6, the Selection checkbox should not be disabled (greyed). Disabling
indicates these options have no effect.  (If Paste All is checked before Link,
then it pastes the links, so these options have an effect.)
2. Because the Selection area is disabled, links should be pasted regardless of
the state of the checkboxes in Selection.

Behavior #2 is more logical because formats and formulas cannot be linked.

This noticed on Windows 2000 and only with cross-spreadsheet links.
