Clicking in a scroll bar while depressing the Shift key should work as if the 
thumb tack had been dragged tot he clicked position. It does not.

I really don't know why we should implement something like this, but it's your
turn to decide.

THis behaviour is standard in many Windows applications (although, as it turns 
out, not in Excel either).

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
