I get an unexpected reaction of ocalc... 
 
Steps to reproduce 
0. Talking about multiple sheet with numerical datasets 
1. Copy a region of a single sheet (say the parameter "size of area") 
2. you like to divide the parameter "individuals" by "size of area" on twenty other sheets (each time 
same posistion) to get values "individuals per squaremile" 
you do a special paste operation for the marked twenty sheets> paste numbers, divide 
3. what you get is not what you might expect 
 
You get on all the sheet the same numbers, so division is performed only on the active sheet and 
these values are inserted for all the others. Instead I'd like the perform the division on all the marked 
sheets.

oh, sorry i just didn't look right!!!!! 
 
on the inactive but marked sheets paste is performed just without division. 
 
just a detail. so the error still exists.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".

Please correct me if I'm wrong but by "marked twenty sheets" I assume you mean you've simultaneously selected twenty sheets (holding down the CTRL button which clicking each tab), and then did the paste operation on the one sheet, thereby affecting all the other sheets.

Although the result was not the behavior you expected, IMHO you shouldn't be able to simultaneous edit multiple sheets at all whatsoever as it stealthily (and insidiously I might add) clobbers data on the other sheets if someone accidentally leaves multiple sheets selected after printing multiple sheets (which you must do to print them as a single print job).  There are other ways to accomplish what you are trying to do (like with a macro) without creating this stealthy data-destruction vulnerability.  Simultaneous multi-sheet editing should be disabled by default, unless each edit includes visible feedback that the data on other sheets is also being changed due to the multi-sheet selection.
