Possibly related to http://qa.openoffice.org/issues/show_bug.cgi?id=28589
If you define a formula condition that uses an undefined rangename, there is no 
error warning.
If the name is subsequently defined, the condition does not operate at all. To 
get it to work the conditional format has to be re-entered.

The corresponding behaviour in Excel is :
If you define a formula condition that uses an undefined rangename, there is no 
error warning (same as OOo).
If the name is subsequently defined, the condition operates immediately.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
