When working with dBase files, OOo keeps the field format info in the first row,
like this:

FIELDNAME,TYPE,SIZE

which is very helpful whe handling those files.

However, when saving as SXC, XLS, etc. that info is exported as part of the
header, and that's something not desirable when working with those types of
files.  Excel just exports the field name and assigns the field format to the
cells bellow the first row.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
