As an example of correct behavior, the FONT COLOR on the toolbar has two joined sections. The larger one is for setting a default color, the other (with just an down-pointing arrow) sets a selected cell to the "default" text color. 
Unfortunately, the BACKGROUND COLOR icon has only ONE section, and always forces the user to pick the cell color each time the button is selected. This behavior deviates from the MS Excel product. 
NOTE:
Bug 104732 [select background or font color] states: 
Status:	RESOLVED NOT_AN_ISSUE.
I disagree: The response, "Use Custom Style" does not address this issue. 
It's possible the original bug report was not clear about the problem.

Description is wrong.
There is no default color setting.
The only bug here is a visual one - the wrong separating line between A and down arrow in Font Color icon.
With all the respect, MS Excel is a good reference, not the authority over Calc.
