Incorrect highlight of cell with cursor

Expected Behavior:
 - Open a new spreadsheet
 - Attempt to scroll past cell A1 with the arrow keys

You will not be able to do so and the cursor remains visible.

To recreate:
 - Open a new spreadsheet
 - Merge cells A1 and B1
 - Place the cursor in B2
 - Scroll up with the arrow keys
 - After entering B1 (selection is only B1, not B1 and A1 [the merged cell] as would be expected [may file another ticket for this]), the cursor can scroll beyond B1 and the cursor disappears, leaving only the black box in the lower left.  I have attached a screen shot of this behavior.

Of note here is that if you're in A1 and attempt to scroll up it does two things:
 - Properly highlights the entire merged cell (A1 and B1 in this case) with the cursor
 - Does not scroll beyond the A1/B1 merged cell
