File - Preview in Web Browser to see broken image export

When exporting (or File - "Preview in Web Browser") the attached ODS file, the image has height double than what it should be (actual: 78; expected: 39).

This leads to an incorrect image ratio and to the contents of cell B2 ("Votanti") being lost on export.

Additional information: regression with respect to 2.x, and possibly to newer versions too.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
