Try this customizing:
Add the command "Show Draw Functions" (to be find in group Drawing) to a menu or
assign a keyboard short cut. Execute the command via menu or keyboard respectively.
Expected behavior: Toggles the visibility of the Drawing toolbar.
Seen behavior: Drawing toolbar does not appear, but the format toolbar is
exchanges from cell formatting to draw object formatting.

Add the very same command to a toolbar and execute it. It toggles Drawing
toolbar on/off as expected.

Tools - Customize... - Menus - New... - Add... - Category=Drawing - Show Draw Functions.
When selected: Drawing Object Properties toolbar appears instead of Formatting toolbar.
