You can avoid printing the elements of a layer by deselecting the printable
option in the Modify Layer dialog. This does not work with the pdf export
button. Non printable elements of a Writer document won't be exported in a pdf
instead. Therefore I assume, that this should be a DEFECT.

Same as Issue 61274. Already fixed; due for release with OOo 3.2 in January.
