I can confirm this bug on OpenOffice 3.1.1, under Ubuntu Karmic.

When just selecting the mentioned cell, the directionality of the formula bar is
correct, but when starting to edit using the formula bar, the directionality is
switched to LTR.

This bug is about alignment, not directionality. On my system (Kubuntu 9.10, OOo
3.1.1) the formula bar is left-aligned, even for RTL cells. For reference:
