When I open a new spreadsheet the row height is set to .18". Before I can start
the new sheet I must select all cells and increase the height. When I open the
dialog box to change the row height, it will set to whatever I need. However,
when I check the "Default Value" box, the row height reverts to .18". I would
like to set a new default value for row height but there does not seems to be a
place in the Tools>Options section to set a new default row height. This issue
seemed to be raised back in 2002, but I could not find where in those
discussions where it was resolved.

The default row height for new documents can be modified easily be changing the
template document. 

But I see a resting problem, if I check "Default height" in menu "Format -> row
-> Height', it will be set to 4,5mm, not to the height in the template document.
Why just 4,5mm? Help does not help, text is wrong (for this see Issue 104703)

Default row height can not be changed via Format - Row - Height... changing the height and checking Default value
