Can reproduce it in OOo3.1.1 RC1

How to reproduce it
1 Create a new Spreadsheet doc
2 Enter some characters in some cells, like "a" in A1, "b" in A2
3 Set cursor in A1 or A2,
4 Insert - Cells/Rows/Columns
5 Double_click in A1 or A2, or other cells

Result
Can't set cursor in these cells

Expectation
Can edit cell contents

Note
If save the Spreadsheet doc, then reload it, can set cursor in cells at the time.
