While Copying a range of cells then “paste special → shift cells†works
perfect,Cutting a range of cells and then “paste special → shift cells† is not.
Although both should have the same behavior !!

- Open the Attachment
- Select ENTIRE Column B
- right click and Cut 
- Select entire Column D
- Right click and Paste special
- in the “Shift cells† you will notice that “down†is enabled and “right†is
disabled , where as the opposite should be true

The same error when selecting ENTIRE  rows

- Open the Attachment
- Select ENTIRE Row 7
- right click and Cut 
- Select entire Row 10
- Right click and Paste special
- in the “Shift cells† you will notice that “Right†is enabled and “Down†is
disabled , where as the opposite should be true


However if you select a small range of cells , it will work only on certain
places but not all.
e.g : 
- Select range B7:B11
- right click and Cut 
- select D7 
- Right click and Paste special
- in the “Shift cells† you will notice that “Down†is enabled and “Right†is
disabled , where as BOTH should be enabled
or 
- select B14 
- Right click and Paste special
- in the “Shift cells† you will notice that “Right†is enabled and “Down†is
disabled , where as BOTH - should be enabled

-However if you go to D14 , it will work fine , both “Right†and “Down†options
are enabled

NOTE : I Tested the above issues on Microsoft Excel , It worked Perfect!!

Duplicate to issue 21280. You might try the new drag-drop with alt-key in addition.
