I've added some notes to various cells, and subsequently sorted the data. 
Although the cell locations have moved, the notes haven't - eg data that was
originally in cell N28 and was resorted to cell A28 still has the note in cell N28.

Thanks for pointing this !!! It happens also in OO 2.2 in Windows XP.

Notes don't move, only their indicators. Arrows are stretched from cell to note.

I'm adding an attachment (OO 2.2, Win XP)
