This enhancement concerns adding to chart axes an option elsewhere called "value
axis crosses at maximum category."  

See attached files for example where enabling this option has the effect of
plaxing the x-axis at the top instead of the bottom.  (OpenOffice.org imports
the Excel file incorectly, so a screenshot is also given.)

Free axis position on XY-chart is very important property for me, because I try 
to prepare scientific diagram.

This feature will be implemented as part of issue 85625 (flexible positioning of
axis and axis labels).
